Fish Delivery
BET, that was not a fish delivery in your pic, sadly. That was the female returning with the fish she left with, leaving the hatchling exposed to the rain and cold. She then continued eating the fish, before finally getting down to brooding. This is very unusual behavior...a very bad start.
Video to go with your pic.

Parent stood up, Chick visible, very lethargic, still in same position as when first hatched. But, I could see her breathing, and at one point she did move a bit

About 5:15pm PDT
I was fixing supper so did not catch the entire scenario. Mom (I think) got up and begin eating on the fish again. The new chick moved around - out of the shell, but seems very weak

The chick did manage to work it's way all the way around and lift it's head for food. But Mom, who had a bite for it in her mouth, did not seem to really offer it to the chick. The chicks head fell back down and Mom resumed brooding

I think it was around 7pm PDT when mom got up to eat again. After she had eaten some, she decided to feed the new chick. She had trouble getting small enough bites for her. But the chick did swallow at least one bite, and another bite stuck on her beak.
